For Paladin I really don't know. I'm playing the game wrong somehow, right? This came from noticing the achievement for finishing the game on NG++++ (and +,++,+++). It is applied to everyone so your Ozreth is multiplying the permanent dot by 10% per level (in my case 50% more damage).
